Actually yes you can. I have used X11 from cygwin.
there are also some commercial X11 for win32, www.starnet.com for example.
I also remember trying out a java based X11 server, though for the life
of me I cannot remember what it was called (it was on a CD from one of
those Linux Mags, Linux User, Linux Format, ...)
