Sorry that I couldn't make it out last night, but thanks for sending out the slides!
I looked at it, and it looks like a solid plan, but needs a lot of momentum before it can get started (imho).
I thought that you might want to see how one of the other cities are doing it -- notably, Philadelphia. Although most major cities have some sort of plan, Philadelphia created a non-profit foundation that is sponsored by the city and raises funds for the venture.
