One of my clients has a similar requirement.  What we did was to use
WebDav so that IE could could access this area as a Web Folder.  The end
user merely has to drag 'n drop files.  Of course this is enabled in
Apache which may not be possible for you.

If you can get them ftp/sftp accesss, WinSCP and Filezilla are two very
good clients for win32.

Plone/Zope will do what you ask but they are very "heavy", in that there
is a lot of overhead and a fair bit to do to install them, very likely
to run into problems on a hosted plan.

http://www.tiddlywiki.com/ is a cool little app that has _no_ server
side requirements.  Check out the web site for the details.  This
combined with ftp/sftp access may be what you need.

For a more complete wiki, http://twiki.org/ might be a good choice.

I could paste a dozen more links, but you should probably find out what
exactly the hosting company supports.  This will drive your decision.
