Actually ... what I think he wants to do is restrict _how_ the command is run 
by different users, not the fact that you can run it at all.

Regardless ... You can restrict the command line options passed with sudo as 
well.  I suggest reading the man page for sudoers and looking into 
Cmnd_List, and command aliases.
