These are the first things I thought of.  I should have mentioned the
following in my first post.

1) I am doing these operations as root.

2) I cannot change permissions

chmod 0777 linux-2.6.17.13/net/core/scm.o
chmod: changing permissions of `linux-2.6.17.13/net/core/scm.o':
Operation not permitted
