Not sure about paragraph numbering, but check out "wc" at the command
prompt..  At first glance I don't see a way to make it number the
paragraphs, but it will tell you how many lines...  Not sure if that is
useful or not.

Maybe browse the comments at Groklaw?  I think they need to do this sort
of thing on a regular basis, and it gets talked about once in a while.
