Tomcat is a pain to set up period. I find that most Java server apps make you jump through a whole lot of hoops to use them. They seem to work well when they ARE running, but that's where the challenge is (especially if starting from scratch). Of course, I don't use Java too often so my comments probably aren't worth much.
You can d/l a vmware applet with Tomcat pre-installed/configured if that helps...
