Check the ubuntu forums for media codecs
You may also want to check the howtoforge for a walk through.

There was a mediabuntu project, but you should be able to get what you
need for any *ubuntu.

I am not sure what kind of Outlook functionality you need, but I use
Thunderbird with the Lightening plugin.  This gives me the mozilla
calender integrated withing the thunderbird GUI.

Kontact is also excellent, it just sucks for IMAP mail accounts, which
is deal killer for me.

400 Mhz is a little thin on hardware specs.  Under Windows you would not
want to watch a DVD without some sort of hardware acceleration.  Sounds
like a candidate for DSL (Damn Small Linux) or one of the other small
distros.
