Shawn, the board does not have enough flash to host its own development
system.  The  debian filesystem that Technologic systesm has for download
contains the complete development system as well as a complete debian system
so that you can "apt-get" all the utilities that you want.  The debian
system is about 256Mb which means that you have to either use the
crosscompiler tools on a PC under Linux, the cygwin crosscompiler under
windoze, use the optional SD card for the root filesystem or NFS mount root
on a PC to do development work.

I based my decision to buy the board with the SD card option based on that I
know that I may not always have a laptop to have for an NFS root
filesytsem.  I chose to sacrifice the XDIO functionality and get the SD card
option for the ability to use the board itself as a development environment.

I hope that helps to make the choice clear for you.  If you have any further
