You should look at a wifi enabled phone instead.  I have not yet seen
any data plans from any Canadian provider that makes this anywhere near
cost effective.

I have a client with an EVDO card in one of their laptops.  Bell seems
to have the best plan, but at $100 for 1 gig of traffic, this is hardly
economical for VOIP.  The next plan is $60 for 30 MB.

I have seen some howtos on the net that use a GSM gateway.   Basically
you take the sim card from a GSM phone and put it in GSM gateway.  You
then add that number to your frequently dialed friends.  Of course edge
does not have the same coverage as EVDO or 1x and seems to have a bit
more latency as well.
