I'm quite certain it's leaking. The top is clearly bulging, no longer flat, and along one of these "lines" this brownish goop is oozing out and hardening. I've seen that before on two unstable m/b and after replacing those capacitors, things are happily running again :-)
These 6.3V motherboard capacitors seem to be chronic short supply in Calgary: B&E, MRO and Active all need to special order them.
