The fact of receiving the letters counts. They count them all and while they 
don't necessarily read them or use them, they do count them up and use various 
multipliers to see how many people called them. A hand written letter counts 
the most and they count each item as counting for x number of people who didn't 
get around to writing or calling. 

I sent the PMs office an e-mail as well and received an answer at least saying 
that they'd received it. One expectation is that this will die on the order 
paper. It would be very difficult to enforce and the multitude of ways it could 
be defended against is so large with so many exceptions that it would be a huge 
waste of time.

I also mentioned the tax imposed by the Liberals that we all pay on all blank 
media, mp3 players, hard drives, USB drives, etc that is supposed to be paid 
out to the artists to compensate them for any copying done by Canadians. In 
short, we all pay with every piece of storage media whether or not it's used to 
copy music. No one in Canada could be charged now because we all pay a 
"license" fee attached to our media. The CDRWs I use to back up my data at work 
are paying for music as are the CDs and DVDs I use to back up the digital 
photos that I take.
