I thought that as well after reading the tarrif:

But then I checked the price of 100 blank 700MB CDs at memory express: $9.99

At 21 cents per CD, that doesn't add up.  It would seem that 700MB CDs
aren't considered a medium onto which audio is copied (just like the
distinction between desktop hard drives versus mp3 player hard
drives,) but I can't find any official explanation.
