I agree - if you're not asking the exec to do something specific which is a blocking task, just go ahead as a group of like-minded individuals.
When/if you bring it to the exec, ask for whatever resources you need. This forces you to form a case/rationale around why you should be sponsored and how your goals are aligned with CLUGs. You'll have a more focused request which is easier to action. If declined, you can still take that request elsewhere as it remains well formed and actionable.
