Are you sure it is the CD/DVD making the noise not the PS fan or CPU
fan?

Are you booting from a HDD or from the CD/DVD?

If you normally boot from the HDD, try disconnecting the CD/DVD drive
and rebooting.  That will at least isolate that issue.  New CD/DVD
drives are cheap.
