Another ISP provider is www.lightspeed.ca. They provide naked ADSL.
Half decent rates. Decent speeds. You can get a static IP relatively
cheap. If no active phone line, you pay an extra $10 a month as a
tariff to pay for the infrastructure from your place to the switching
location. They are a smaller company so basic support service. You get
a real person when you phone as well. I've been with them for 2 years
now and only have had a couple of outages that were annoying. They
seem to have 99%+ uptime.

As far as cell providers, good luck.  I'm with Telus using their new
3G network and it has been relatively painless. Service has been good.
The growing pains was with Customer Service and their learning how to
do things on the new service. They seem to have eased up on their
lock-everything-down philosophy that they used to have and are now
somewhat pleasant to deal with. Last time I had looked, I didn't
notice much difference in pricing between Telus, Roger's, and Bell.
