Are you installing from a physical CD or an ISO?  There is not a lot of
information here but my first instinct would be to check the win2k
install media.  Either the disk is scratched or the iso is corrupt.

To verify that your virtualbox environment is sane try doing an install
of XP.  My second instinct is that win2k is choking on one of the
virtualized hardware devices.  I know that XP works fine as a guest in
VB so if XP installs fine then there is something that win2k just
doesn't like.

There may be issues with your XP host and permissions.  I had a client
that had problems a while back until he had local admin privs on the
host (XP) OS.  These days I only have Windows as guests (either in
VMWare or VB).
