Agreed. I don't have real user experience, but I kicked the tires a while back 
and thought an implemenation project would be similiar in scope to a mid-tier 
or even SAP ERP implemention.

I think many (most?) open-source ERP systems generally avoid payroll due to a 
myriad of confusing local requirements and gotcha's, preferring you export 
names and amounts into the payroll system of your choice.

Depending on your client's needs and wants (and their auditor's), webERP may be 
worth looking at. The project founder and lead developer is Phil Daintree, a 
New Zealand accountant. It's server-side PHP/MySQL ERP, with an install under 5 
minutes. However, be warned that it's also a little rough compared to OpenERP,  
ERP5, etc. The code is not structured, there is no true engineering release 
cycle (install a "release" archive and then patch from head when a bug fix is 
announced on the mailing list), documentation is weak, and if you need 
interfaces to a shopping cart or CMS, you'll probably be coding it yourself.
 
However, that being said, webERP is the best "simple" web-based ERP I've found. 
It has all the features needed for a basic manufacturing, sales, or services 
company, and is actively used world-wide. The mailing list has 10+ postings 
daily, and the community and developers are responsive and supportive.
