I forgot to include one critical piece of info in my text problems:

I'm doing everything in Japanese here.
Japanese has approximately 2000 characaters in everyday
usage, with a total number of possible characters somewhere
around 10,000.

My understanding of Clutter/Cogl:

Individual characters are being rendered to individual textures.
These textures are kept in the atlas, and managed by a hash table
in cogl-pango-glyph-cache.c.

Is it possible that as I am adding new text actors and destroying
old ones, that new glyphs are being added to the cache and
prior glyphs textures are not being cleared?
Ending in texture memory filling up?

This would be a problem.
