I forgot to include one critical piece of info in my text problems: I'm doing everything in Japanese here. Japanese has approximately 2000 characaters in everyday usage, with a total number of possible characters somewhere around 10,000. My understanding of Clutter/Cogl: Individual characters are being rendered to individual textures. These textures are kept in the atlas, and managed by a hash table in cogl-pango-glyph-cache.c.
