one stage per process, yes.

one of the features we'll be working on during the 0.7 cycle, leading to
0.8 stable series, is support for multiple stages; 0.6 is mostly feature
frozen and API "slushy" (semi-frozen).

in any case, UIs in Clutter are not meant to be fixed like in gtk+: you
can seamlessly transition between two entirely different states on a
single stage by using behaviours applied to two different groups of
actors. there's not even the need to actually parent/unparent them, as
an invisible group is not painted and when shown will not cause resizing
or rearranging of the layout.

no, you can't, for the same reason why we don't support multiple stages
at this moment.
