clutter_stage_new(), actually.

a "backend" in Clutter is a combination of both the drawing backend
(OpenGL or OpenGLES) and the windowing backend (X11, framebuffer, win32,
etc.).

you need to probe the features using clutter_get_features() if you need
to check at run-time whether the backend supports multiple stages. if
you are targeting a specific backend then you should already know
whether you can create multiple windows on it or not.
