You should file a bug with a test case showing the problem. Im not sure if its strictly a TFP issue but maybe more a general performance or scheduling issue and maybe not even in Clutter. Have you tried running clutter with CLUTTER_VBLANK=none set and seeing if that makes any difference - not as a solution but could shed a little more light on your speculation.
