I think you just need to use cairo_destroy (cr) to trigger setting
texture data and redraw event.
clutter_cairo_context_destroy will be invoked after cairo_destroy, and
it helps to do the work.

I tested as clutter_cairo:
cover = clutter_cairo_new (WIDTH, HEIGHT);
cr = clutter_cairo_create (CLUTTER_CAIRO (cover));
...
priv->texture = clutter_texture_get_cogl_texture (
CLUTTER_TEXTURE (cover)
);
I do not know if this is the best solution, but it works.
