You mean similar than in iPhone calculator app used to be prior they
changed it to pressed images?

I did a version which was resembling the iPhone glow effect once - I
created a prototype button
actor which did this quite long time ago (around at the time of clutter 0.6).

It was very simple: the button face was one picture and the glow was
another (the glow was
a pic with 8-bit transparency). I just placed two actors on top of
each other to form the button
(which was based on a clutter group if I remember it correctly), and I
created a fade in and fade out
to show / hide the glow accordingly. I think I had to also rewind the
timeline in order to the effect
be interruptible so that if you pressed the button multiple times, it
was showing the glow with full
brightness immediately and not after the previous effect finished.

I think there are other ways to make your actor glow than this, but
this was so trivial and simple
way to do it that I had to try if it worked. I don't know if I still
have the code somewhere or not...
Anyway, it looked very similar than the glow effect on some iPhone
buttons, and I would suspect
that they have done it exactly that way - placed two images on top of
each other, the button pic and
the glow and the glow is just a fake, created with the second image.
