Ok, I thought that was the way to go to support a variable that can have 
different values per configuration, such as:

CMAKE_INCLUDE_INSTALL_TO_DEFAULT_BUILD
CMAKE_INCLUDE_INSTALL_TO_DEFAULT_BUILD_DEBUG
CMAKE_INCLUDE_INSTALL_TO_DEFAULT_BUILD_RELEASE

I will have to manually code this behavior?

GetFeature is unrelated to CMake language variables.
Use GetDefinition instead.
