Yes.  However, since many of the existing FOO and FOO_<CONFIG>
settings were created we've gained generator expressions.
One could consider having just

 CMAKE_INCLUDE_INSTALL_TO_DEFAULT_BUILD

and evaluate generator expressions son someone could write

 set(CMAKE_INCLUDE_INSTALL_TO_DEFAULT_BUILD $<CONFIG:Release>)

Look for uses of cmCompiledGeneratorExpression to see how
they work.
