If you compile CMake from CVS, there is an option to compile the
QtGUI. Look for it in the ccmake. It is not compiled by default

Yes exactly. (but standalone) Maybe I can convince my friend to help me
develop one. I'll keep in touch if we do.
You should take a look to KDevelop4 (in KDE's SVN repository) before
you start such a task. The author of the CMake integration (Aleix Pol,
I think he reads the list) told me it'd be relatively easy to develop
a standalone Qt4 application from his work.
