AHCA Tag 221 uses as reference FCR 483.13(a) Physical restraints are define as any manual method or physical or mechanical device, material or equipment attached or adjacent to the resident's body that the individual cannot remove easily which restricts freedom of movement or normal access to one's body. One of the points highlighted by AHCAs tag 221 is: 'Placing a resident who uses a wheelchair so close to a wall that the wall prevents the resident from rising." (obviously, the resident would not be able to remove the wall in order to get out of the bed from that side of the bed)
In this case the wall is preventing the person from one side, while the rail is preventing it from the other side. It is clear that the referred is a restraint situation only if the resident is not able to easily remove him/herself from the bed. the wall is a restraint in as much as it prevent the easy and voluntary mobility of the resident.
