There is, at this time, no monetary penalty for submitting PPS assessments late, as long as the ARD is correct. In terms of dealing w/ the state office re: assessments, I called our state RAI officer, and then sent a memo summarizing the contents of the conversation, and asking for correction is the contents were NOT correct. We received no correction, submitted our stuff, with the notations that the OBRA's were late on the reception notice they give you, and put it away. Never heard a word, but I did have a copy of that memo copied and attached to each submission receipt we got.
