Pages 6-5 and 6-6 of the manual lists the HIPPS
modifiers to be used for PPS billing. It shows how to code combined
assessments. I find it usually better to combine the admission assessment
with the 5 day so that it can be completed more easily by day 14. It is
permissable to combine the admission assessment with the 14 day assessment with
a HIPPS code of 17. However, if you use the grace days for the 14 day
combined with the admission assessment you will be out of compliance with the
admission assessment. It would not cause the 14 day PPS assessment to be
default, however. Default is used when the ARD is set outside of the
assessment windows for each of the PPS assessments. So, if you set your 14
day ARD to be between day 11-19 you won't get default. You must keep in
mind all of the OBRA rules when you have a PPS resident though. The most
restrictive MDS rules always apply. So in this case, the rules for
completing the admission assessment by day 14 becomes the one that you should be
focusing on.
