Would say it depends on the reason for use. If there is an
area present that you are trying to heal...yes. If it is being used only as a
barrier...no.

oxide and preparations which contain it, or are these among the items
that we should be excluding from our count? In a recent update from PANAC
(Fall 2003) it is stated that " preparations used for preventative care
are not included here." We encounter instances where these are used
preventatively and those where they are used as treatment of an existing
condition. Do we only count them if they're used as treatment and not as
prevention? This is very confusing.
