If you provide part B services, the count does not necessarily start
over.  You would have to provide part b therapy at a skilled level, ie
5x wkly.   If the resident only received therapy 3x wkly then she/he was
not at a skilled therapy level, thereby legible for a new benefit
period.

No he doesn't.  According to Q&A in Briefings on Long-term care
regulations, if you provide Part B therapy services to a resident then
the 60-day break in skilled services count starts over.
