No, the low bed in and of itself is not a restraint.  If the resident is not confined by the low bed, it does not restrict freedom of movemenet or access to ones body.
 
Any intervention may be a restraint if it meets the definition of a restraint.
 
A bed against the wall may pose an entrapment risk for one resident and pose no risk for others.

The bed against the wall is considered a restraint unless requested by the pt. to ^ room area.  The mattress on the floor is not.  However, is the bed on the floor?  (Low bed makes it difficult to get out, therefore bed itself is a restraint?)
