AC Section Question

I am in information technologies and am testing our latest MDS software.  I submitted a test MDS with AA8a=8, AA8b=blank.  It got rejected because there was no data submitted for section AC.  In the documentation that I have (it is old), it shows that AC is not a required section for that type of MDS.  Has that changed?  Your help is much appreciated.
