If the resident has MCD copay, the resource effective the 21st day would
be appropriate.  The resource is the first part of any month's bill and
would be deducted from the Medicaid payment even for coinsurance.  If
the resident has Blue Cross or some other sort of secondary insurance, 
then the other insurance should be bill first and your friend should not
be billed for the resource amount unless and until MCD would be paying.

The resources I am referring to is the SSI check minus the $30.00 & the
C+ payment. I have a friend who has a loved one in a nursing home... the
resident is MCR A and my friend has received a bill for "resources"...
not the 20% co-pay. The resident is to be MCD after MCR... should my
friend have this bill & if she pays it, should she expect a refund at
some point when MCD goes into effect?  So exactly what is supposed to
happen to his check from day one?

  May I ask what resources you are talking about? Even through we do
not bill individual services or items to Medicare Part A they should be
listed on the UB92.
    I have a billing question... are resources charged to a person when
on MCR  A?  or just when MCD comes into effect?
