You are right.  Page 3-146 discusses falls and states under letter d "The distance to 
the next lower surface (in this case,the floor) is not a facotr in determining whether 
or not a fall occurred.  If a resident rolled off a bed or mattress that was close to 
the floor, this is a fall."

Help.  I need a quick answer to this one as I will be going to a meeting
soon to discuss this.  I am sure we have gone over this one many times.

If a resident is known to roll out of bed to floor and the bed is a low bed
and there is a pad on the floor, this is still a fall!!  Even though this is
care planned, this is still a fall.
