Our softwear calculates RUGS for annuals, quarterlies, sig. changes etc..  As we have to have a RUG score for our Medicaid reimbursement.  We calculate RUGs for all assessment's even if they are not Medicaid.

Why did you even get a RUGG level for an annual assessment? Annual assessments are OBRA requirements.
