In general (and I stress IN GENERAL) if your software is doing its job, there is no reason to do a test transmission. Your software should contain all the same checks that are done by the State. If you are receiving any errors on your validation report (with the possible exception of "out of sequence" errors) then you need to talk to your vendor.

Doing a test transmission is a good idea because it enables you to correct any warnings, if possible, or any fatal errors before sending as production.  I think the major concern is that you do not forget to change it from test to production.

When transmitting�what is the purpose of sending a test transmission?  When I trained in this position, I was told NEVER send a test transmission but they couldn�t give me an answer to why not.  Well guess what I have really wanted to do!!! But have restrained myself until I become more informed.
