The Significant Change PPS assessment must be signed by the end of the 14th day following the determination of significant change.  See page 2-13 of the RAI manual "However, the requirement that the assessment be completed by the end of the 14th day following the determination that a significant change has occurred overrides this."    Almost all assessments must be signed within 14 days of the ARD--this includes both PPS and OBRA assessments.  The exceptions are admission assessments (within 14 days of admission) and Significant Change (within 14 days of the determination of significant change in status).  Of course, the other rules also apply--no later than 92 days from R2b and no later than 366 from Vb2 for comprehensive assessment. 
It is acceptable to use grace days to be able to combine OBRA and PPS, but it is acceptable to do OBRA early.  I often use the grace days when an OMRA will be required so that I don't have to do 2 assessments.  Saving work is a good practice, I think.
