You can modify as many times as you need to. Your software should automatically sequence the modifications. On the correction request form, AT1 shows the total number of correction requests following the original record and since it is a 2-digit field, it is conceivable to have 99.  See chapter 5 --AT1 Intent & coding in the RAI manual. 

 Remember, once you modify a record in the state database, that modification is the MDS of record.  The old one is inactivated in the dstate database with the acceptance of the modfication.  So in order to make another change, if it is necessary, you would have to modify the most recent record, which is the previous 'modification."
