I agree..no problem. The rules allow you to combine the two asssessments, but do not require that you do so.

I don't see 2 assessments as a problem. It might have been easier to combine, but like you mentioned, she maybe didn't realize the annual was due. Either way would be considered correct. Obviously the MPAF did not have enough information to be used as an annual.
