question on restorative

Can you tell me where I can find the information for restorative programs in the state of Ohio, I need to find out the law on program specific rules of minuets, staff to resident ratios, what can be counted and what can't.  I went to the CMS website and could not find the information. I am new to this position and I am developing the restorative program and need to know what the state of Ohio guidelines are.   Thank you.   Sheryl Romes.
