in my facility the mds coordinator does this assessment and its has passed state survey without question

 nursing can supply the ROM needed.It has to be documented that the res is getting at least 15 min per day for it to be reordered on MDS.We have rehab aids and a lpn that control the restorative program.--- See page 3-191 in the RAI manual

I think I asked this question once and did not receive an answer.  We were cited for inaccuracy on G-4.  I have a Briggs ROM Assessment form..my question is, does nursing anywhere do this, or is it always therapist, and does anyone know if it has to be a therapist?  If our PT inservices us can nursing do it? thanks.
