Rena,   If the LPN can not develop a care plan then why do some states like PA allow them to do it?  IF it is not within their scope of practice why are they getting away with it.  Wouldnt it be fair if one facility was cited shouldnt all of them be sited if they have an LPN coordinating and completing the MDS?  Of course with the exception of where an RN must sign.
