CMS is phasing out the paper manuals. As they do this, they are incorporating all the program memoranda etc. The best way to get accurate information is to: 1. Go to the CMS manuals page   http://www.cms.hhs.gov/manuals/ , and find the crosswalk links and manual links. 2. Then go to the internet based manuals. Start in chapter 6, which has all the SNF stuff. 3. Cross-check back with the old SNF manual to make sure you’ve pulled all your information- the link to this is in the paper based manual section.   The process you have started is complicated.
