Yes, you still need the OMRA. Since there was no therapy being delivered between 2/18 and 3/4, you need to reset the RUG score to a non-rehab group. I would make the ARD of the OMRA the 10th day after rehab stopped. That would be the 28th. This will minimize the number of days you will be paid at the non-rehab rate once rehab starts.   This all means you will be paid at a non rehab rate from 2/28 to the ARD of the 60 day assessment.
