According to the Medicare SNF Manual (Pub 2) [the new online manual system hasn't quite got this into it yet], Chapter 2, Section 230.3B, the definition of Speech Pathology is:
"Speech pathology services are those services necessary for the diagnosis and treatment of speech and language disorders which result in communication disabilities and for the diagnosis and treatment of swallowing disorders (dysphagia), regardless of the presence of a communication disability. They must relate directly and specifically to a written treatment regimen established by the physician after any needed consultation with the qualified speech pathologist. "
So, I would say - yes - you would count them as long as all of the requirements are met.
If you are in doubt, you state RAI coordinator would be happy to help you.
