Sure, you can do it early.  The only regulations are to show that they can't be late. 
Early is OK.  Since you need to complete each assessment within 92 days of the R2b 
date of the last, we often get quarterlies closer together and then the annual needs 
to be earlier than 366 days so that it can be within 92 days of the previous quarterly.
