Ask if they are familiar with the term, "Treatment, Payment and Operations". These are the reasons that facilities may share PHI with other entities.  When the family or resident signs the original release of records for the resident to come to your facility, this covers all records that are required for the above purposes.  You could certainly argue that knowing about IV meds is required for treatment and payment purposes.

Does anyone have a D/C Summary sheet which includes IV fluid amounts received during a hospital stay. Our hospital will not release medical records to out off site facility due to HIPPA regs.
